Abstract
In 2021, members of the 5 National Health Insurance Committee (NHIC) were successfully
th
appointed.Achievements include 46.7% of the 39 incumbent members replaced, and the gender
th
composition of the 5 Committee members reaching the gender equality policy goal (one-third of either
gender). With the COVID-19 pandemic still severe in 2021, the Committee nevertheless successfully
completed all statutory tasks while complying with epidemic alert measures announced by the Central
Epidemic Command Center, and organized NHIC meetings by video conference or in person through
flexible adjustments. The NHIC also fully utilized the function of a communication platform for public
opinion on health insurance policies, so that all policies could keep up with the times and serve as a solid
backing for the whole population in fighting the epidemic.
The foremost task of the NHIC in 2021 was to set and allocate the total amount of medical
benefit payments for 2022.After preparations and a 16-hour negotiation meeting on September 24, the
budget caps for the sectors of dental care, Chinese Medicine and other budgets were set. As for the
sectors of hospitals and clinics, representatives from both the insurer and the medical sector submitted
their respective proposals to the Ministry of Health and Welfare (MOHW) for a final decision. After
consideration, the MOHW set the total growth rate of medical expenses in the year 2022 at 3.320%,
with the overall global budget reaching NT$809.562 billion. The increases to the 2021 global budget are
used to introduce new medical technology, to strengthen the referral system and to support the MOHW's
“Medium and Long-term Reform Plan for National Health Insurance”, which includes a number of
implementation plans to provide integrated medical services, improve the medical care model and protect
the rights of the rural and disadvantaged groups to access medical care and to strengthen their medical
care through the regional budget allocation of each department.
In addition, an NHIC meeting was held on November 19 to review the 2022 annual premium rate
proposal (draft) proposed by the National Health Insurance Administration (NHIA). After enthusiastic
discussions by NHIC committee members, two proposals were finally resolved to be presented together:
Case A is to maintain the current rate of 5.17%, mainly because the economy is still affected by the
