      Another key undertaking in 2024 was to negotiate and allocate the “Total NHI Global Budget             National Health Insurance Committee
for 2025”, within the range approved by the Executive Yuan (3.521% to 5.5%), while considering the        Ministry of Health and Welfare
healthcare needs of the population and the limited resources of the NHI system. Following thorough
preparation and communication, representatives from insurance payers and diverse segments of the
medical profession convened for a 14-hour negotiation meeting on September 25. The outcomes of
these negotiations, which included both the payer representatives' proposal (overall growth rate of
4.605%) and the medical sector representatives' proposal (5.171%), were submitted to the Ministry
of Health and Welfare (MOHW) for a final decision. On December 30, the MOHW sanctioned a
5.5% growth rate for 2025, leading to a total budget allocation of NT$928.625 billion. This budget
increase primarily aims to address the challenges posed by an aging population, advancements in
medical technology, the need to ensure sufficient healthcare service capacity, and the enhancement
of holistic healthcare. Additional funds have been allocated to accelerate the introduction of new
pharmaceuticals and medical technologies, enhance reasonableness of payments, refine the healthcare
service system, strengthen care for rural and special-needs populations, and adjust funding allocations
in response to policy-driven changes in service intensity. Furthermore, in 2025, the MOHW secured
additional government budget allocations. Among these, NT$11.1 billion designated for public health
and preventive healthcare initiatives was reallocated from the NHI budget to be funded through the
government’s public budget, thereby expanding government investment in healthcare.

      Based on the agreed-upon total amount of medical benefits payments, the NHIC reviewed the
proposed insurance rate scheme for 2025 (draft) submitted by the NHIA during the 10th committee
meeting on November 20, 2024. After robust deliberations among committee members, it was
determined that maintaining the current rate would ensure that the NHI retains adequate reserves
to cover over one month of benefit payouts until the end of 2025, as mandated by Article 78 of the
National Health Insurance Act, which mandates a reserve equivalent to 1 to 3 months of benefit
payouts. Consequently, the NHIC recommended maintaining the current rate of 5.17% without
adjustment. Following the MOHW's report, the Executive Yuan approved the proposal on December
31, 2024, mandating that the general insurance rate of the NHI will remain unchanged at the current
rate of 5.17% starting from January 1, 2025.

      Moving forward, the NHIC will continue conducting research on medical resource allocation
and exploring various models of citizen participation to enhance the implementation of statutory
responsibilities. These efforts aim to maximize the efficiency of limited healthcare resources and serve
as a key driver in ensuring the sustainable operation of the NHI system.
